Located at a high altitude, the RueiSuei Hot Springs delivers a spectacular scenery of the surrounding mountains and plains, and are one of the three largest hot springs located in scenic Hualien. The Rueisuei Hot Springs are also known as the Give Birth to a Son Springs, as couples who bathe frequently here are said to have given birth to a son. Changchun Shrine was constructed in memorial of the 226 military veterans who died during the construction of the Central Cross-Island Highway from 1956 to 1960. The spring water adjacent to the shrine flows all year around and therefore the name Eternal Spring Shrine and the Highway Bureau named it after 'Changchun Falls'.
