Changchun Shrine was constructed in memorial of the 226 military veterans who died during the construction of the Central Cross-Island Highway from 1956 to 1960. The spring water adjacent to the shrine flows all year around and therefore the name Eternal Spring Shrine and the Highway Bureau named it after 'Changchun Falls'. It is now a scenic spot which holds an utmost significance to the Central Cross-Island Highway. Unfortunately in 1987, the cliff by the rivers collapsed due to erosion over time and destroyed the pavilion next to the Eternal Spring Shrine. After a decade of restoration, it is now open to public again. Just at the back of Eternal Spring Shrine, there will be a flight of stairs that will lead visitors to the Guanyin Cave, Taroko Tower and the Bell Tower, which will be the summit.

It is in Taroko National Park. You have to drive or hire a tour bus/driver to bring you around.
